Not all countries around the world are as liberal as Gibraltar with allowing a learner to drive on the road. The only requirement to go on a practice driving lesson is to have a learner's license, be insured on the vehicle and to go driving with someone that has had a license for at least two years. That's it.
If you have no one to take you driving, they do not have time or you do not have a vehicle you are insured in - you can go driving with a professional driver, it will be more expensive but you will make the most out of each driving lesson. They can take you driving on their card or use your car for the lessons, just make sure you practrice on the same car you will take the exam in.
Practicing with family and friends the lessons may be a bit less structured, but as you are driving with someone you know you may have less anxiety (or more, depending on who you go driving with!). It is very cost effective (e.g. it is free!) and, even if you take professional driving lessons, it will reduce the amounf of these you need to take. Having said that non-professional drivers may inadvertently pass on incorrect techniques or outdated information and personal relationships may introduce stress or conflict during learning sessions.
Many learners find that a combination of professional lessons and private practice offers the best of both worlds, e.g. you can practice what you’ve learned during professional lessons with additional driving time, and more time behind the wheel helps build confidence and familiarity with different driving conditions.
